Traffic stop leads to arrest for drug possession and prior convictions
On Nov. 5, 2024, California voters passed Proposition 36, titled “The Homelessness, Drug Addiction and Theft Reduction Act.” The proposition took effect on Dec. 18, 2024, and reforms multiple laws from Proposition 47, which have been responsible for increasing homelessness, drug addiction and theft.
Proposition 36 includes several new Penal and Health and Safety Codes that deputies will be able to apply during arrests when appropriate. These new charges can carry enhanced sentencing, as well as prevent offenders from being cite released prior to their court appearance.
On Dec. 20, 2024, deputies applied Proposition 36 when they conducted a traffic stop in the area of State Highway 189 and Waters Drive in Crestline for a vehicle driver who failed to stop at a stop sign.
During the traffic stop, Deputy Maestas contacted Howard Shelton, 56 of Crestline. Shelton had an active warrant for his arrest. During a search of Shelton’s property, Deputy Maestas located approximately one ounce of suspected methamphetamine and a glass pipe commonly used for smoking methamphetamine.
Due to several prior convictions for drug possession (HS 11377a), Shelton was arrested for drug possession with two previous convictions (HS 11395). Shelton was transported and booked at Central Detention Center.

Running Springs man arrested after threatening victim with a firearm
On Sunday, Dec. 22, 2024, deputies from the Twin Peaks Sheriff’s Station responded to a report of an adult male suspect who pointed a handgun at a female adult victim during an argument. The suspect was positively identified as Robert Frank Carlson, 52 of Running Springs.
Upon initial contact, Carlson sequestered himself inside his residence and refused to come out. After approximately 30 minutes of negotiating with Carlson, he exited the residence and was taken into custody without further incident.
A search warrant was served at Carlson’s residence. Twelve firearms, including a loaded handgun believed to have been used in the crime, two confirmed stolen firearms and an unserialized AR-15, were seized.
Carlson was arrested for PC 245(a)(2) – assault with a deadly weapon; PC 422 – criminal threats; PC 24610 – possession of an unserialized firearm; and PC 25850 – possession of a stolen firearm. He was booked at Central Detention Center in lieu of $140,000.00 bail.

Highland man arrested for theft from local convenience store
On Friday, Dec. 27, 2024, at approximately 10:27 a.m., employees at the AM/PM store located in the 27300 block of 5th Street in Highland alerted sheriff’s dispatch regarding an ongoing petty theft.
An Hispanic male adult, identified as Salvador Rodriguez, 46 of Highland, had stolen several food items and exited the store. The employee expressed a desire to pursue prosecution for the theft.
Deputies located Salvador across the street, nearby the incident location, and detained him without incident. A criminal records check revealed Salvador had more than two prior convictions of theft-related crimes.
Applying Proposition 36, Salvador was arrested for the above charge and was booked at the Central Detention Center with a $30,000.00 bail.
