Suspect arrested in vandalism of automated license plate readers

On Friday, Aug. 21, 2026, at approximately 6:00 a.m., Highland Station patrol deputies discovered that multiple Automated License Plate Reader (ALPR) devices had been vandalized, causing significant damage. Investigators obtained video from several locations that captured the suspect and an associated vehicle.

During the investigation, ALPR technology assisted investigators in identifying the involved vehicle and ultimately identifying the suspect as 41-year-old Raven Cain, a resident of San Bernardino. On Wednesday, Sept. 2, 2026, investigators contacted Cain and served a search warrant at his residence in San Bernardino, where investigators located evidence linking Cain to the vandalism.

Cain was arrested and booked into the Central Detention Center for violation of California Penal Code Section 594(b)(1) – Felony Vandalism. He is being held in lieu of $30,000 bail.

Anyone with information regarding this incident (Case No. 132602926, 132602929 and 132602942) is asked to contact the Highland Police Department at (909) 425-9793.
