The Lake Arrowhead Community Services District (LACSD or District) has received the District Transparency Certificate of Excellence from the Special District Leadership Foundation (SDLF), recognizing its commitment to promoting transparency and good governance.
“This award is a testament to LACSD’s unwavering commitment to open government, transparency and accountability to the community we serve,” said Ryan Gross, general manager. “Our board of directors and staff should be commended for their work to keep the public informed and encourage community engagement and oversight.”
To earn the award, LACSD demonstrated that it meets key governance and transparency requirements. These include ethics training for all board members, properly conducting open and public meetings and timely filing of financial transactions reports and compensation reports with the State Controller.
SDLF also evaluates the district’s website and public outreach and requires board-adopted policies addressing the Brown Act, Public Records Act requests, conflicts of interest, ethics and board conduct, expense reimbursements and financial reserves.
SDLF is an independent, nonprofit organization formed to promote good governance and best practices among California’s special districts through certification, accreditation and other recognition programs.
Special districts are independent public agencies that deliver core local services to communities, such as water, wastewater collection and treatment, recycled water, fire protection, parks and recreation, health care, sanitation, mosquito abatement, ports, libraries, public cemeteries and more. Voters establish special districts and approve their funding to meet specific needs through focused service. They can serve large regions or small neighborhoods, depending on the need.
LACSD was formed in 1978 and provides water and wastewater services to customers in Lake Arrowhead and the surrounding communities. LACSD’s transparency materials can be found online at https://www.lakearrowheadcsd.gov.
